The Minutes of the meeting of the Sub-Group held on 15th July 2010 were approved as a correct record and signed by the Chairman.

To consider a report by the Planning Service Manager (Policy).
(Councillor P M D Godfrey, Ward Councillor and Ms H Johnson, objector on behalf of RPS Planning and Development, addressed the meeting).
By way of a report by the Planning Service Manager (Policy) (a copy of which is appended in the Minute Book), the Sub-Group considered an objection received to a tree preservation order (TPO) which originally had been made to protect 13 semi-mature ash trees and one horse chestnut tree on a site on St. Ives Business Park alongside the A1123 on the eastern approach to St. Ives. It was reported that subsequently the TPO had been modified to exclude five trees considered to be in poor structural or physiological condition.
The Arboricultural Officer described the main objections to the proposed TPO and the District Council's response to the issues raised.
Councillor P M D Godfrey, as Ward Councillor, addressed the Sub-Group and conveyed the support of Holywell-cum-Needingworth Parish Council for the Order and their opinion that it was essential to protect the amenity view on that part of the A1123 at the entrance to St. Ives.
In response to the representations made by Ms Johnson, the Sub-Group found it difficult to accept the contention that removal of the trees would improve visibility at the junction of the site to the A1123 or that the applicant would be unable to secure an acceptable access to the site without the trees being removed.
The Sub-Group also were of the opinion that the proposed landscaping schemes had not yet demonstrated that the loss of the amenity would be mitigated within the small development site. Therefore, the Sub-Group
that Tree Preservation Order L/TPO/283 relating to land off Needingworth Road, Holywell-cum-Needingworth, St. Ives Business Park be confirmed subject to modifications.
